在国际工程项目中，业主选定承包商通常采用国际公开招标方式。但对于一些专业性强和有特别要求的项目，业主有时也采用邀请招标或者议标方式。如果业主决定采用国际公开招标，就必须发布招标广告。

THE NATIONAL PETROCHEMICAL COMPANY(NAPCO)ANNOUNCEMENT FOR TENDER

NAPCO invites the international qualified contractors to quote for the following modification work inside NAPCO complex, in accordance with the NAPCO Tendering Procedures.

1. invite…to bid for：邀请某人对…项目进行投标。例如：The Employer plans to invite 7 well-known contractors to bid for this project.业主计划着请7家著名的承包商投标这一项目。

2. qualified for：有资格的，合格的，有（限制）条件的。例1：He is qualified for his job他有资格干这项工作。例2：qualified engineer合格的工程师，qualified designer合格的设计师，qualified acceptance of a contract有条件地接受一项合同。

Offers shall be submitted to NAPCO Head Office in sealed envelope in accordance with the Instructions to Bidders of the Tender Documents.

Tender clarification meeting: A pre-bid meeting/site visit to clarify the scope and the conditions will be held at 10:00 Hrs on 16th July, 1999 at NAPCO Messaieed Plant. Since the entry to this industrial area is restricted, all prospective bidders are requested to fax passport copies of the personnel proposed to visit, before 12th July, 1999, to arrange the gate pass.

The above conditions are binding on all Tenderers. Any failure to comply with the same will lead to rejection of the offer.
